Abstract: 本文主張後金融危機時期唯有建立創新性就業指標和全方位就業發展新思 考,才能重新思考就業新問題的解決。我們首先就全球金融危機與總體就業做文 獻回顧,其次分析危機後全球就業新趨勢,包括失業型復甦以及各勞動群體就業 變動。接著建議創新性就業指標必須依各年齡層、性別、產業、及正規與非典型 就業形式,而且針對勞資政三方做整合性調查分析,提供勞動市場即時資訊與分 析系統,才能釐清就業新問題。本文也提出全方位就業體制發展新思考,主張改 革金融資本主義讓經濟真正復甦與就業活化,以及整合企業、政府與公民社會資 源讓青年、婦女、(中)高齡與工作新貧族都能納入就業市場。本文結論強調形塑 金融與勞動市場再改革新契機,才能成功脫離當前就業/失業泥沼。
This article proposes that unless a holistic view of considering employment is taken and new indicators are created the current global post-financial crisis employment problems in the post financial crisis period will not be solved. It first surveys the literature on global financial crisis and how it has changed employment patterns and promoted jobless growth among different groups of workers. For this reason, the paper suggests that new employment indicators must be constructed based on integrated data derived from the age and gender of workers, their forms of employment and the sector of employment so that a clearer picture of labour market and employment problems can be thoroughly understood and mitigation strategies can be developed. This study further argues that what is required for overcoming the unemployment conundrum are radical reforms and re-regulation of the financial and labour market so that employment opportunities of young people, women and older workers can be enhanced and business, government and civil society sectors can no longer abscond from their responsibility for making life easier for the working poor.
