However, there is need for greater depth to aid practical implementation of these developments. This chapter examines the formation of the most recent European Capital of Smart Tourism, Ljubljana in Slovenia. It applies Wang and Fesenmaier's (2007) stages of collaboration formation in destinations and path dependence theory.
