Abstract: Reviews the findings of stakeholder surveys on proposed amendments to the Hong Kong Lifts and Escalators (Safety) Ordinance, including on: (1) upgrading the qualifications for lift and escalator engineers; (2) the transitional arrangements for practising engineers; (3) the provision of separate maintenance and examination services; and (4) the appointment of third parties to provide an independent quality assurance service. Discusses case law showing the need for account to be taken of the common law principles as well as the statutory requirements on lift and escalator safety.
