Abstract: This paper reports the development of the 97-item Service Leadership Behavior Scale (i.e., SLB-LF-97) based on the Service Leadership framework proposed by Po Chung. To understand the content validity of the scale, the content validity of the developed items was examined. A panel of experts (n = 3) was formed to assess the content validity of the scale items in different domains (service provision, competence, character, caring, commitment to continuous improvement, and distributed leadership) in terms of relevance, clarity, and representativeness on each item. Results indicated that the SLB-LF-97 has an excellent content validity indexed by relevance, clarity, and representativeness for the whole scale and the different categories. The findings suggest the scale and subscales of the Service Leadership Behavior Scale possess excellent content validity.
