The development of information technology has led both of the computing-based disaster-simulating process and life-saving management have become possible. After reviewing and analyzing this field-related and relevant research articles, this paper is to summarise the applications of GIS and virtual reality technologies in the perspective of fire disaster’s simulation and control, as well as the possibility of their applicable integration on the fire disaster-related scientific research, and meanwhile, based on these previous research bases, to propose a newly designed plan for a system of a fire in a building and evacuation of people. This proposed new system implemented in both existing buildings and new constructions assists not only on the research of fire-disaster development and the possible influences of the corresponding structures but also the analyses of evacuating victims and the risk of a fire.
