This paper highlights the shortcomings and their causes in implementing government-invested projects in China. Based on the understanding about the characteristics of government-invested projects, causes affecting the effectiveness of managing the projects are grouped and examined. The paper presents the principles of two typical mechanisms introduced for reforming the management for government-invested projects, namely, works-bureau and agent organization mechanisms. The benefits and weaknesses in the applications are highlighted. The study suggests that a proper framework is needed to guide the reform in implementing government-invested projects. And this research team is going to find out this framework in the next stage of their research.
