Abstract: 首先介绍并总结了现有技术效率的主要测算方法 .在分析其局限性的基础上 ,定义了一种同时考虑投入和产出松驰与权重的技术效率指数 .借助 DEA思想 ,提出了一种扩展 DEA模型 ,用于测算该技术效率指数 ,进一步探讨了如何识别决策单元的技术有效性和如何改进非技术有效决策单元等问题 .事实上 ,其它技术效率测算仅仅是本文方法的特例 ,而且在测算技术效率的同时就可以根据技术效率是否为 1直接判断决策单元的技术有效性进而对非有效决策单元实施改进
This paper presents the existing measures of technical efficiency. Taking the limitations of these approaches into its considerations, it defines a new index of technical efficiency considering slacks on both input and output. Following data envelopment analysis(DEA), it develops an extension to DEA that is capable to measure technical efficiency defined in this paper. It also discusses about how to identify efficient decision making unit (DMU) and to improve DMU being inefficient.
