Knowledge audit and portal design for fleet technical management in the aviation industry-
Thesis-
The business competition nowadays has changed from being resource-based to being knowledge-based. Knowledge assets play an important role in sustaining the competitive advantage of a company in a turbulent business environment. In view of this, many organizations have implemented various Knowledge Management (KM) initiatives. However, there are more KM failures than KM successes due to many different reasons. Of them, the most being quoted reason is that the organizations do not carry out a proper and systematic way to assess a company or organization with regard to its needs and readiness before their full launch of KM initiatives. A lot of issues have been addressed on the design and implementation of a KM audit. However, there are few cases reported of the actual implementation of a KM audit. The central theme of this project is to design and implement a comprehensive KM audit, which consists of People, Process and Technology aspects in the Engineering Division of the Hong Kong Dragon Airlines Limited. The People aspect tries to reflect the maturity of the organization in terms of launching a KM initiative by measuring its culture profile and its readiness for launching KM using specially designed questionnaire including a KM Culture Assessment Tool (KMCAT), and a Preliminary Process Survey (PPS). A combination of KMCAT and PPS forms a KM Strategic Readiness Map (KMSRM) for evaluating the readiness for launching KM initiatives. The Process aspect deals with a comprehensive investigation of the current knowledge assets by holding structured in-depth interviews, followed by a systematic analysis in the form of a knowledge map for process clustering, using software named the IHMC Concept Map, also a social network analysis for revealing the roles of individuals in a network by using software named Applied Graphic and Network Analysis (AGNA), a knowledge inventory for stocktaking the knowledge assets by using MS Excel Spreadsheet and a gap analysis for presenting the areas that need to be improved in various processes. Recommendations on People, Process and Technology are then made based on the analysis of the knowledge audit. All these analyses and suggestions are then systematically incorporated in the design of a knowledge portal. The portal combines a codification approach in the form of a document management system, best practice repository, and a personalization approach by using an expertise finder and a Knowledge Cafe. The document management system that is integrated in the knowledge portal applies both the pull strategy by means a subscription function and a push strategy in the manner of document routing. The implementation of this project can be divided into four phases. Phase One is to obtain management buy-in and prepare the instruments mentioned above. Obtaining management buy-in is accomplished by offering an orientation program with the aim of creating a shared vision within the audited unit. Phase Two focuses on the audit process by administering a questionnaire survey, and by conducting interviews. Phase Three pays attention to the analysis of the results obtained from the knowledge audit and to the suggestions for improvements. Phase Four tries to integrate these suggestions by means of a knowledge portal. This knowledge audit and knowledge portal were the first of their kind to be applied to the aviation industry in Hong Kong, and demonstrated the linking of a company's knowledge resources to meet the new business mode of the company. The model can be further applied to other industries.-
