Airport Expansion Project: The Case of Airport Authority Hong Kong

Abstract

<p align="justify">The Airport Authority Hong Kong has expanded Hong Kong International Airport with the Three-Runway System and SKYCITY development to boost capacity and transform the airport into a regional hub and lifestyle destination. However, a severe post-pandemic labor shortage threatens to limit the full potential of these projects, making talent attraction and retention a critical challenge for realizing the airport’s long-term growth ambitions. <p align="justify">香港机场管理局（机管局）通过“三跑道系统”和“航天城”（SKYCITY）发展项目对香港国际机场进行了扩建，旨在提升整体运力，并将机场转型为区域枢纽与时尚生活地标。然而，后疫情时代严重的劳动力短缺可能会制约这些重大项目充分发挥其潜能，使得人才的吸引与留存成为实现机场长期增长宏图所面临的关键挑战。
