Abstract: This chapter considers the optimal toll ring design problem in a general urban traffic network. Several constraints on outcomes of the toll ring scheme are imposed on the design (e.g., equity impact or revenue). In this chapter, the GA based algorithm proposed by [13] is integrated with a penalty based approach to tackle the problem. Three penalty methods including static, dynamic, and self-adaptive penalties are investigated. The algorithm is tested with a realistic traffic network.
