Abstract: This policy highlight offers a review and critique on the toilet revolution as a tourism as much as a holistic social development initiative in contemporary China. Compared with the national standard in the classification and evaluation of tourism toilets publicized by the State Administration of Quality Supervision, Inspection and Quarantine for implementation in May 2003, the toilet revolution initiative is intended to cover both tourist and non-tourist facilities in the broad context of holistic tourism as social development. The review also reflects upon the goals and objectives of this initiative, as well as its implementation and implications for China tourism research and practice.
