International comparison of land development rights' transfer

Abstract

土地發展權的應用依各國具體情況而不同,發展權移轉是一種以市場為基礎的新的土地使用管制工具,作為分區規劃管制的補充,在世界各國已經得到越來越多的應用。我國可以利用土地發展權移轉機制來保護耕地和農民集體土地所有權權益。 According to different countries,the applications of land development rights are different. Development rights transfer is a new way of land management based on the market. As a complementary way to the district planning,it has been using in more and more countries in the world. Therefore we can use the mechanism of land development rights transfer to protect the farm land and the collective land ownership of farmers in China.
