Abstract: Reviews the limitations of the existing civil liability conventions on marine pollution and the "polluter pays principle" (PPP). Examines the growth of the PPP, the current civil liability regime for vessel-source pollution, and its intrinsic limitations. Discusses the functions of the PPP, its links with the civil liability regime, the barriers to its effectiveness, and how these might be addressed to help the two regimes complement one another.
