Abstract: This article used the recent tax rebate policy in Hainan, China, as an example to illustrate how a typical tourism policy was initiated, administered, and practiced in Mainland China. The discussion and analysis reflect the characteristics of the dynamics of contemporary Chinese tourism policies at large, which are centrally coordinated in policy agenda setting, multi-bureaucratic in policy elaboration, and incremental in policy decisions.; This article used the recent tax rebate policy in Hainan, China, as an example to illustrate how a typical tourism policy was initiated, administered, and practiced in Mainland China. 本文以中国海南省最近推行的离岛购物免税政策为研究对象,初步介绍了中国大陆旅游政策拟定、推出和实施的一般典型性过程。相关讨论和分析反映了当代中国旅游政策的总体运行特征,如在政策议程制定上中央政府的高度协调性、政策细化的跨部门性以及政策决定的渐进性。
