Abstract: In view of the Gray Characteristic of pavements and the variability of pavement performance, a multiple-point excitation prediction model with rear effects on cement concrete pavement performance, GM(1,1, \delta_{i} ) model, is deduced and established in the light of Gray System Theory. Analysis of the model characteristic is presented. The model parameters of GM(1,1, \delta_{i} ) are studied and determined, combined with the effects of the maintenance and rehabilitation alternatives. Finally, application to the network level management in P.R.China is presented.
