Abstract: Housing finance system (HFS) determines to a large extent the efficiency of housing industry in a country. Whilst various housing finance systems have been established in developed countries, they are applied under different economic circumstances which are subject to different constraints and factors. This paper is to review the main constraints and factors to be considered in developing HFS. These factors are classified under four categories: historical and culture backgrounds, governmental intervention, economic development level, and laws and regulations environment. The impacts of these factors on selection of HFS are examined. The factor analysis provides basis for comparing the efficiency of HFSs adopted in different countries.
