Abstract: Three cross-harbour tunnels in Hong Kong link up residential and commercial developments as well as the central business district in Hong Kong Island with other population and employment centres in Hong Kong. The cross-harbour tunnels were built at different time periods under build-operate-transfer agreements. The usage of the tunnels by cross-harbour traffic for a period of thirty years was analysed. The analysis results provide information on the operational and financial characteristics of the cross-harbour tunnels. Based on the analysis results, the cost-effectiveness of each tunnel was assessed and compared against each other. This paper presents the possible factors that may affect the usage and cost-effectiveness of cross-harbour tunnels in Hong Kong. A cost-effective approach for providing new road tunnels is discussed in this paper.
