Abstract: This work presents an active forwarding scheme for an advanced network referred to as ISDN3. The routing policy is determined based on a Markov decision (infinite horizon) model. Analytical results are presented evaluating the active forwarding scheme. The analysis provides valuable insights into the design of ISDN3.
