Abstract: Conventional study on TTC (total transfer capacity) with transient stability constraints is performed by deterministic analysis methods. Because of ignoring probabilistic nature of different contingency events, TTC obtained by deterministic method may be conservative in exploiting economic benefits of power network. Based on expectation rule of risk decision, a novel method for evaluating maximum benefit of TTC with transient stability constraints is proposed in this paper. Probabilities and impacts of transient instability contingencies are both considered in the TTC assessment. Selection of risk threshold value by dispatcher's experience is also avoided during risk decision-making process of the TTC. As a result, the optimal balance between economy and security of power system operation is achieved. Case study on the 39-bus New England test power system shows the validity and practicability of the proposed method.
